CUE Summons Mukhisa Kituyi Over Alleged Irregularities in Masinde Muliro University Graduation List

The Commission for University Education (CUE) has formally summoned Dr. Mukhisa Kituyi, a former Cabinet Secretary and ex-Secretary-General of the United Nations Conference on Trade and Development, to appear before it.
The summons relates to serious claims he made about the graduation process at Masinde Muliro University of Science and Technology (MMUST). CUE, the body responsible for maintaining standards and quality in Kenya’s universities, wants Kituyi to provide evidence and more details about the allegations. He has been asked to visit the commission’s offices in Gigiri, Nairobi, between April 20 and April 24, 2026.
Kituyi made the remarks during a radio interview on March 31, 2026. He alleged that two years earlier, the graduation list at the university included names of people who had never been admitted as students. According to him, these individuals only appeared on the official list on graduation day. They reportedly arrived wearing academic gowns, received degrees, and left without having attended any classes. Kituyi described the incident as shocking and linked it to wider problems in how some universities handle admissions and records. He offered to share proof with anyone interested in verifying the claims.
Following media coverage of the interview in early April, CUE began looking into the matter to protect the value of university qualifications. The commission tried to reach Kituyi earlier through his known contact details but received no reply. In a statement issued on April 16, 2026, CUE stressed the importance of hearing directly from him so that a proper investigation can proceed. The goal is to establish whether there were any weaknesses in admission procedures or graduation approvals at the university.
Masinde Muliro University has rejected the accusations, insisting that its processes for admitting students and awarding degrees are strict and follow all required rules. The developments have sparked public discussion about trust in higher education institutions across the country. Many people hope the investigation will bring clarity and help strengthen systems that ensure only deserving students receive qualifications. The coming days will show how Kituyi responds to the summons and what further steps CUE takes to address concerns about academic integrity.
