Energy Cabinet Secretary Opiyo Wandayi Says He Has No Reason to Resign Over Fuel Scandal

Energy and Petroleum Cabinet Secretary Opiyo Wandayi has firmly stated that he will not step down despite growing calls for his resignation over a controversial fuel importation deal.

Speaking on Monday, April 13, 2026, while appearing before the Parliamentary Standing Committee on Energy, Wandayi insisted there is no reason for him to stop performing his duties as Cabinet Secretary. He maintained that he acted responsibly once the irregularities in the shipment became clear.

The scandal involves the importation of a KSh 4.8 billion fuel consignment outside the established Government-to-Government (G-to-G) framework that has been in place since 2023. Wandayi explained that the procurement of the vessel was approved by the former Petroleum Principal Secretary Mohamed Liban, based on recommendations from a technical committee. He noted that this was the first consignment to deviate from the G-to-G system and that any such changes would normally require full cabinet approval. He added that the G-to-G arrangement had worked well up to that point.

Wandayi revealed that he personally briefed President William Ruto on March 30, 2026, as soon as it became evident that the consignment was outside the normal framework. Following that meeting, the President directed him to stop a second cargo that was already on its way. The CS emphasised that he moved swiftly to address the issue and has continued to manage the sector responsibly.

His position comes after several senior officials resigned or faced arrest in connection with the matter. On April 4, 2026, Petroleum PS Mohamed Liban, Energy and Petroleum Regulatory Authority Director General Daniel Kiptoo Bargoria, and Kenya Pipeline Company Managing Director Joe Sang all stepped down. A petition has also been filed in the Milimani High Court seeking to suspend Wandayi over his alleged role in the irregular importation. Some legislators and opposition figures have questioned why the Cabinet Secretary remains in office while others implicated have left.

Despite the pressure, Wandayi defended his record and said he has no intention of resigning. He told the parliamentary committee that he will continue discharging his responsibilities until directed otherwise by the appointing authority. The development has kept the spotlight on the energy sector, with many Kenyans watching to see how the government handles accountability in the ongoing fuel scandal.
