EPRA Seeks New Director General After Fuel Scandal.
The Energy and Petroleum Regulatory Authority has formally begun the hunt for a new Director General following the departure of Daniel Kiptoo Bargoria.
Applications for the three-year renewable contract are now open, with a firm deadline of September 9, 2026. Acting Director General Joseph Oketch currently steers the agency while the recruitment process unfolds.
Bargoria stepped down on April 4, 2026, after his arrest over claims that he was linked to the importation of substandard fuel and the manipulation of data within the petroleum supply chain. The allegations formed part of wider inquiries into irregular, overpriced and poor-quality fuel imports that had drawn public and official scrutiny. His resignation left the authority without a permanent head and prompted the board to appoint Oketch in an acting capacity.
EPRA is looking for a qualified, experienced and highly motivated citizen of the country who can deliver strategic leadership in line with the agency’s long-term plans. The successful applicant will oversee technical and economic regulation across the electricity sector, covering generation, importation, exportation, transmission, distribution and supply. The role also extends to the full petroleum value chain—from importation and refining to storage, sale and upstream operations—as well as the regulation of renewable sources such as solar, wind, geothermal and hydropower.
Candidates must hold a relevant bachelor’s degree and possess at least seven years of senior management experience, including two years specifically in petroleum and energy. Professional membership in good standing and compliance with Chapter Six of the Constitution are mandatory, while a master’s degree in a related field will count as an advantage. “Candidates must have at least seven years of management experience at a senior level and at least two years of experience in petroleum and energy,” the authority stated.
Interested applicants are required to submit their documents by email before 5:00 pm on the September deadline. Only those shortlisted will be invited for interviews, where original certificates and clearance documents from various state agencies will be examined. The appointment will run for three years and may be renewed once, provided performance meets expectations and the mandatory retirement age is observed.
