Former Energy Officials Liban Mohamed, Joe Sang and Daniel Kiptoo Released on Police Bail

Former Petroleum Principal Secretary Mohamed Liban, ex-Kenya Pipeline Company Managing Director Joe Sang, and former Energy and Petroleum Regulatory Authority Director General Daniel Kiptoo have been released from police custody.
The three senior officials were freed on Monday, April 6, 2026, on police bail pending further investigations into the controversial Ksh 4.8 billion fuel importation scandal.
The officials were arrested during the Easter period over allegations linked to the procurement of 69 million litres of sub-standard fuel. Their lawyers told the media that the trio acted on recommendations from the National Security Council Committee issued on March 9 to source emergency fuel from alternative suppliers due to potential risks from the Middle East conflict. It remains unclear whether formal charges will be filed against them.
At least 20 other individuals, including a managing director from a major petroleum company, have since recorded statements with the Directorate of Criminal Investigations. Daniel Kiptoo has already resigned from his position, with Joseph Aketch appointed as the new EPRA Director General. The government is considering a possible Ksh 15 billion fine on the importers to cover projected losses. The agencies involved have issued statements assuring the public that no misuse of public resources occurred in the matter.
