Government to Begin tracing hustler fund defaulters.

The Kenyan government has intensified efforts to recover outstanding loans from the Hustler Fund, with authorities now tracing defaulters using national identification records and associated personal data.

Hustler Fund CEO Henry Tanui disclosed this during his appearance before the National Assembly's Special Funds Accounts Committee on March 5, 2026. He explained that loans are tied directly to borrowers' National IDs rather than mobile SIM cards, allowing tracking even if individuals change phone numbers or discard SIMs. The fund has secured approval from the Office of the Data Protection Commissioner to access registration details for approximately 20 million Kenyans, including location information provided during onboarding.

Since its launch, the Hustler Fund has disbursed Sh83 billion in loans, with Sh71 billion repaid and Sh5.3 billion saved, leaving about Sh12 billion (or Sh12.5 billion in some reports) unpaid—a default rate of around 15%. Tanui emphasized that deliberate defaulters cannot evade responsibility, warning that "except for those who have passed on, we will collect the money." Lawmakers have expressed concerns over potential abuse, such as borrowers using multiple SIMs to secure loans before defaulting, and have given the fund 14 days to disclose names of defaulters to enhance accountability and recovery measures.

This development follows ongoing parliamentary scrutiny and aims to tighten controls on the flagship microcredit initiative meant to support hustlers and small businesses. The government maintains no funds have been lost overall, attributing the push to improved sensitization and recovery strategies that have already lowered default levels compared to earlier periods. As tracing efforts ramp up, defaulters face heightened pressure to repay, with the use of ID-linked data ensuring borrowers are "marked" and cannot disappear from the system.
