Kenya’s National Budget Rises to Ksh 4.6 Trillion After MPs Approve Supplementary Spending

The National Assembly has approved an additional Ksh 363 billion in spending, pushing Kenya’s 2025/2026 national budget from the original Ksh 4.3 trillion to Ksh 4.6 trillion.

The supplementary budget was higher than the initial request of Ksh 287 billion. Parliament passed the measure to address urgent financial needs across key government sectors.

The extra funds will mainly help clear unpaid bills in education, health, and security. Specific allocations include an extra Ksh 24 billion for the Teachers Service Commission (bringing its total to Ksh 411 billion), Ksh 26 billion more for the health sector (now Ksh 164 billion), and Ksh 53 billion for security (raising it to Ksh 418 billion). Within security, the defence department received Ksh 24 billion, the National Intelligence Service Ksh 10 billion, and the National Police Service Ksh 7.5 billion.

Budget Committee Chairperson Samuel Atandi explained that the increases were necessary because many people are already employed and their dues must be paid, while unforeseen events also required funding. He noted ongoing security challenges that demand constant attention. The approval has sparked some criticism over the use of emergency provisions in the Constitution for spending without prior parliamentary approval. The government now expects the Kenya Revenue Authority to meet its revenue targets to support the expanded budget.
