NAIROBI, Kenya — Kenya Army Commander Lieutenant General David Kipkemboi Ketter could emerge as a contender for the country’s top military position as attention turns to the future leadership of the Kenya Defence Forces (KDF).
Ketter’s prospects are likely to attract interest amid discussions surrounding the military’s succession traditions, commonly referred to as the Tonje Rules, which favour rotation of the Chief of the Defence Forces (CDF) position among the Army, Air Force and Navy.
President William Ruto appointed Ketter Kenya Army Commander on June 27, 2025, after promoting him from Major General to Lieutenant General. He replaced Lieutenant General David Tarus, who was reassigned within the military establishment.
According to the Ministry of Defence, Ketter was commissioned into the Kenya Army on August 3, 1990. His military career has included command and senior staff responsibilities, including serving as Assistant Chief of the Defence Forces in charge of Personnel and Logistics.
He now serves under General Charles Muriu Kahariri, who assumed the CDF position on May 2, 2024.
The prospect of a future leadership transition has renewed interest in the senior officers who could be considered for the position. Under the Tonje Rules, the top military command has traditionally rotated among the three services to promote balance within the armed forces.
However, the conventions are informal and do not guarantee that the next CDF will necessarily come from the Army.
Kahariri’s eventual departure will depend on the applicable service-term and retirement requirements. No official announcement has confirmed the date of his departure or named a successor.
Although Ketter’s current position places him among the senior figures in the military hierarchy, his elevation to CDF remains speculative.
The appointment process is governed by the Constitution and the Kenya Defence Forces Act, with the President exercising the appointment powers provided by law.
For now, Ketter remains Kenya Army Commander as the country awaits any official decisions on the future leadership of the KDF.
