Nyamu Proposes Ksh5 Million Fine for Misusing AI

Nominated Senator Karen Nyamu has proposed a Ksh5 million fine to stop people from misusing artificial intelligence.
She is the sponsor of the Artificial Intelligence Bill, 2026, which is now before the Senate. The bill aims to regulate the use of AI in Kenya and create clear rules for its development and application.
The proposed law seeks to set up the Office of the Artificial Intelligence Commissioner. This office would oversee AI activities, promote ethical use, and protect citizens from harm. Under the bill, anyone found guilty of misusing AI — such as creating fake videos, deepfakes, or misleading content — could face a fine of up to Ksh5 million, imprisonment for up to two years, or both. Nyamu has said the fine is meant to act as a strong deterrent against harmful practices.
Nyamu explained that if the bill becomes law, it will not be used for political purposes. The goal is to ensure AI is used in a safe, transparent, and responsible way while supporting innovation in the country. The proposal has sparked discussion, with some people welcoming the move to protect against fake news and others raising concerns about possible over-regulation. The bill is still under consideration in the Senate.
