President William Ruto has announced plans to upgrade Kakamega and Garissa referral hospitals to Level 6 status, with the national government expected to provide annual funding to support their operations.

President William Ruto has announced plans to elevate Kakamega County General Teaching and Referral Hospital and Garissa County Referral Hospital to Level 6 facilities, in a move aimed at strengthening specialised healthcare services in Western and North Eastern Kenya.

Speaking on Sunday, Ruto said the process of upgrading the Kakamega facility was underway following discussions with Governor Fernandes Barasa. He indicated that the necessary documentation had been initiated, with November 2026 identified as the anticipated timeline for completing the process.

Under the proposed arrangement, the national government is expected to provide annual funding to support the operations of the two hospitals, with the aim of improving service delivery and expanding access to specialised treatment.

The upgrade could benefit residents of Kakamega, Garissa and neighbouring counties by strengthening the hospitals' capacity to handle complex medical cases locally. With adequate equipment, specialist personnel and essential medicines, the facilities could reduce the need for some patients to travel to other regions for advanced treatment.

The announcement also raises questions about the future management of the hospitals and the division of responsibilities between the national and county governments. Further clarification is needed on whether the proposed arrangement will involve a complete transfer of management or another form of cooperation.

As the anticipated November timeline approaches, attention will focus on the formal approval process, funding arrangements and the additional services the hospitals will provide. The success of the proposed upgrade will ultimately depend on sustained investment and whether the changes translate into improved access to quality healthcare for patients.
