Ruto Appoints 7 Members to National Infrastructure Fund Governing Council
President William Ruto has appointed seven members to the Governing Council of the National Infrastructure Fund.
The appointments were made through a gazette notice on Wednesday, April 1, 2026. The fund, which is valued at Ksh5 trillion, aims to mobilise resources for major infrastructure projects and reduce Kenya’s reliance on public debt.
Treasury Cabinet Secretary John Mbadi will serve as the Chairperson of the Council. The statutory members include Attorney General Dorcus Odour and Central Bank of Kenya Governor Kamau Thugge. The other appointed members are:
Professor Benedict Okey Oramah (former President and Chairperson of Afreximbank)
Paul Russo (CEO of KCB Group PLC and Chairperson of the Kenya Bankers Association)
Faith Boinett (Advocate of the High Court and Chairperson of Kenya Pipeline Company)
Richard Etemesi (Chairperson of Liberty Holdings Limited and seasoned financial executive)
The appointments were done under the National Infrastructure Fund Act, 2026, for a term of three years. The Governing Council will provide overall policy direction for the fund, develop an investment policy, and help attract private and institutional capital for key national projects.
This move comes shortly after the President assented to the National Infrastructure Fund Bill earlier this year. The government expects the fund to support big infrastructure developments while ensuring better governance and transparency.
