Bungoma Grilled Over Sh3.6 Million Christmas Tree Lighting… in September.

Bungoma County Government has come under intense questioning from the Senate County Public Accounts Committee (CPAC) regarding a Sh3.6 million expenditure on a Christmas tree lighting ceremony that took place in September 2019 — months ahead of the festive season.
The issue surfaced during a recent committee hearing where CPAC Chairperson Moses Kajwang’ pressed county officials on the unaccounted funds drawn as imprest on September 9, 2019, for what was described as a "Christmas tree celebration." Kajwang’ expressed disbelief at the timing and lack of proper documentation, stating, “You spent Sh3.6 million for Christmas tree celebration in September? And it remains unaccounted for.”
The probe also extended to ongoing concerns at the Masinde Muliro Stadium project, where an audit inspection in July 2025 uncovered stalled construction, structural defects including a bending fence, and the absence of the contractor despite claims of near-completion.
Bungoma Senator Wafula Wakoli defended the event as a ceremonial activity held at the governor’s office compound, complete with participants wearing Christmas hats and tents set up for the occasion. However, explanations from the county attorney, Edward Waswa, who termed it mere "facilitation," were challenged by Nairobi Senator Edwin Sifuna, who demanded evidence-based accountability.
Governor Kenneth Lusaka appeared before the committee but distanced himself from direct responsibility, noting the matter dated back to 2019 and urging the media not to attribute it to him personally.
Senators voiced broader frustration over perceived wastage in devolved units, with Nandi Senator Samson Cherargei humorously remarking on the county seemingly operating on a different calendar. Kajwang’ described the spending as unethical and announced that the matter would be referred to the Ethics and Anti-Corruption Commission (EACC) for further investigation.
The controversy has reignited public debate on fiscal responsibility in county governments, highlighting how such expenditures fuel skepticism about the benefits of devolution. The Senate committee continues to demand full accountability and recovery of any improperly used funds.
