EACC Summons 16 Bungoma MCAs and Six County Officials Over Suspected Ksh65 Million Misuse

The Ethics and Anti-Corruption Commission (EACC) has issued summons to 16 Members of the Bungoma County Assembly (MCAs) along with six county staff members for questioning regarding the alleged irregular expenditure of approximately Ksh65 million.

The probe focuses on funds used for a so-called benchmarking trip to Uganda and a Christmas tree lighting ceremony organized at the Governor’s Office in 2019. The individuals have been directed to appear at the EACC Western Regional Office in Bungoma on various dates between February 26 and March 9, 2026, to record statements and produce relevant financial documents.

According to the summons, roughly Ksh36.89 million was reportedly spent on the Christmas tree lighting event, which strangely occurred in September 2019—well before the December holiday season—and was facilitated through an imprest drawn from county coffers under questionable circumstances. The balance covered the Uganda benchmarking visit, which investigators suspect may have been improperly approved or entirely fictitious. The inquiry aims to verify whether due process was observed in authorizing and spending these public funds and to hold accountable anyone found responsible for irregularities.

The case follows recommendations from the Senate Public Accounts Committee, which reviewed Bungoma Governor Kenneth Lusaka’s administration and highlighted concerns raised in Auditor General reports. Among the summoned MCAs are Joane Nafula Lutukai, Everlyne Mutiembu Naboelela, Joan Chemayiek Kirong, and several others, while the affected county staff include personnel from clerical, legal, and administrative roles. Through this investigation, the EACC continues its efforts to tackle suspected fraud and misappropriation of public resources in Bungoma County.
