Committee Confirms Completion of 10-Point Agenda Report, Slated for Tuesday Release

The Committee Overseeing the Implementation of the Ten Point Agenda and NADCO Report (COIN-10), chaired by Agnes Zani, has announced that its status report on the progress of the 10-point agenda and the National Dialogue Committee (NADCO) recommendations is now complete and ready for release.
Originally slated for submission on March 7, 2026—which marked the one-year anniversary of the Memorandum of Understanding (MoU) signed between President William Ruto and the late Raila Odinga—the release was postponed due to scheduling changes following the recent death of Emurua Dikirr MP Johanna Ng’eno. The committee emphasized that it conducted thorough consultations with government ministries, civil society organizations, and members of the public to assess implementation efforts.
The report will be presented first to the principals involved in the MoU—President Ruto representing UDA/Kenya Kwanza and the ODM leadership—followed by a joint Parliamentary Group meeting of the two coalitions, and subsequently made available to the public. This comes amid ongoing political discussions about the agenda's focus on critical national priorities such as governance reforms, fighting corruption, bolstering devolution, and managing the country's debt. The committee described its work as diligent and aligned with the mandate to promote national cohesion and unity through the Ruto-Odinga cooperation framework.
The announcement arrives against a backdrop of internal divisions within ODM, where factions like the Linda Mwananchi group, led by figures such as Siaya Governor James Orengo, have criticized the MoU as a "betrayal," while others maintain that the agenda remains an ongoing process without a strict expiry. The delayed timeline and upcoming joint meeting on Tuesday, March 10, 2026, are expected to provide further clarity on the implementation status and could influence broader political dynamics between the ruling coalition and opposition elements.
