Mudavadi: Cooperation with Nairobi County Is Not a Takeover

Prime Cabinet Secretary Musalia Mudavadi has clarified that the agreement between the National Government and Nairobi County is not a takeover of county functions.
He said the deal is meant to help develop the capital city and improve services for residents. The cooperation pact was signed earlier between Mudavadi and Nairobi Governor Johnson Sakaja at State House.
Mudavadi explained that the partnership will allow better coordination between the two levels of government. Under the agreement, the national government has committed to inject Ksh80 billion to support key projects in Nairobi. These include fixing infrastructure, improving drainage to reduce flooding, and making the city safer and cleaner. He added that Nairobi has not fully benefited from its position as the capital city in the 13 years of devolution.
Some leaders have criticised the deal, calling it a backdoor takeover similar to the past Nairobi Metropolitan Services (NMS). Mudavadi insisted it is a genuine cooperation to deliver development and not a transfer of power. The pact has sparked debate, with calls for transparency on how it will work. Supporters say it will bring real change to the city, while critics worry about the role of county government.
